An inspection report and a Spill Prevention <br /> Control and Countermeasure (SPCC) plan checklist are enclosed. Overall, my inspection found the <br /> facility clean and well-maintained. However, the following items need to be addressed: <br /> 1. The parking lot near the aboveground storage tanks (ASTs) need additional crush posts to j <br /> prevent vehicles from accidentally going over the levee and landing on the ASTs. <br /> 2. Additional and more permanent pipe supports are needed. <br /> 3. A pipe joint and valve have staining on them which indicates there is some leakage in these <br /> appurtenances. These-leaks need.to be corrected to prevent a major failure in the future. <br /> 4. The flexible hoses which connect the landside pipes to the dock pipes and the dockside pipes <br /> __themselves should.be. visible.so.thatdany..i-ndication.of.leakage,_may be_readily detected. Also, -. <br /> a sump or trough should be provided to these lines so that leaks will not discharge directly to <br /> surface waters. <br /> 5. A full report on the two spill incidents. which occurred in August and September 1993 should <br /> be submitted to the Board. The report shall include at a mimimum the date and time of <br /> occurrence, cause of the incident, an estimate of the volume of product spilled, actions taken <br /> to mitigate the incidents, and agencies notified. The report shall also include actions planned <br /> to prevent recurrence of spills and a time schedule for implementation of the plan. <br /> I <br />
