CENTRAL VALLr REGIONAL WATER QUALITY 7NTROL BOARD <br /> .. . .. <br /> .INSPECTION REPORT <br /> 18 October 1993 <br /> DISCHARGER: TOWER PARK MARINA <br /> LOCATION & COUNTY: Lodi, San Joaquin County <br /> CONTACT(S): Yvonne Mabee, Eric Johnson <br /> INSPECTION DATE: 15 September 1993 <br /> INSPECTED BY: Philip Isorena <br /> ACCOMPANIED BY: Eric Johnson <br /> OBSERVATIONS AND COMMENTS: <br /> Tower Park Marina (TPM) is in San Joaquin County, ten miles west of Lodi in the unincorporated <br /> community of Terminous. The marina has boat storage docks, campground, restaurant, and trailer park. <br /> Six aboveground storage tanks (ASTs) for petroleum storage were replaced in 1991. During drilling of <br /> one of the pylon holes for the concrete pad for the new tanks, petroleum product was encountered. <br /> TPM has recently conducted a soil and ground water investigation to identify the sources of <br /> contamination, delineate the extent of the latter, and clean up the site. Five monitoring wells were <br /> installed during this investigation. Additional investigation is necessary to define the extent of soil and <br /> ground water contamination. <br /> I inspected TPM to ascertain the facility's compliance with the Aboveground Petroleum Storage Act <br /> (APSA), get familiar with the facility, and follow up on a diesel fuel spill. My observations follow. <br /> 1. The fuel delivery area, which is on the levee, is protected by crush posts. The fill pipes in the <br /> delivery area do not have a basin to catch spills during fuel deliveries. East of the delivery area is <br /> a parking lot. The parking lot does not have crush posts. <br /> 2. The two 12,000-gallon double-walled tanks are completely aboveground and supported with steel <br /> saddles on concrete foundations. The tanks are located on the landside slope or south of the levee <br /> and are sealed from the public by a cyclone fence. As stated in Item 1 above, the delivery area is <br /> protected by crush posts. However, only the cyclone fence protects the remainder of the tank <br /> area. There is a potential for a vehicle to run through the fence and land on the tanks and rupture <br /> them. <br /> Approval mac, <br />
