The disagreements have caused a <br /> lengthy delay in implementing a work plan we approved on 18 August 1992. <br /> Upon further review of these letters and other related documents, we think <br /> that Westrec Properties being the property owner, has the ultimate responsi- <br /> bility to obtain al.l permits necessary to conduct the field investigation at <br /> Tower Park. Therefore, by 22 January 1993, we request that you provide the <br /> District with the needed liability coverage or indemnify the District in some <br /> other way so that the work plan may be implemented.
