EMERGENCY RESPONSE INVESTIGATION REPORT <br /> INCLUDES CHRONOLOGY,RECOMWENDATIONS,CLEANUP AND FINAL DISPOSITION <br /> July 27, 1994 <br /> 11:50AM Pager notification. I returned to the office to receive the complaint from PHS/EHD and from <br /> the Sheriffs office requesting PHS/EHD response. <br /> I travelled to Tower Park Marina. <br /> 12:20PM I arrived on sight. Already on site were Jerry Yoshioka with OES and Captain Darin Downey <br /> and Frank Ruiz with the San Joaquin Delta Fire District. <br /> A light sheen was observed in the water around the petroleum dispenser area which is on a <br /> dock that floats on the water. <br /> Tracy Perkin,Tower Park Marina staff,was just finishing booming off the area with absorbent <br /> booms. There was some difficult with obtaining the booms since Tower Park was temporarily <br /> out of stock. The area boomed was north of the pier shops and north of the "Bean Shed" <br /> board docking area. The tide was moving south and most of the spill was contained within <br /> the booms. Jerry and I investigated the extent of the spill and determined that it extended <br /> to the south to the 'Carrot Shed",where the slight sheen seemed to dissipate. <br /> Yvonne Mabee,Tower Park General Manager,stated that they did not know where the leak <br /> came from, though one of her staff indicated that there was a valve at the dispenser that <br /> needed to be checked. <br /> The spill seemed to be concentrated around the dock area adjacent to the dispenser area. <br /> The boat'"The Little Darl'ns"CF 1229HH-Bayliner was moved and it was thought that the <br /> shape of the huU allowed the petroleum to collected around the boat. Jim Blain,Tower Park <br /> Marina Sales Manager,was very upset and hostile about the boat being moved and brushing <br /> up against an adjacent boat. Mike Monez, Tower Park Marina Boat Sales, owner was also <br /> on site and observed the activities once the boat was moved. <br /> Yvonne Mabee stated that the dispenser was shut off at 8:00 PM last night as usual. <br /> 2:15PM GM1 Jim Simmons and BM3 Sean Sasser with the Coast Guard arrived on site. Jim <br /> Simmons indicated that the plume did not require any further containment. <br /> The individuals on site evaluated possible sources of the spill Tower Park staff was directed <br /> by Yvonne Mabee to remove the wood planking above the product lines to visually observe <br /> them for any leaks. None were observed. <br /> The lines were pressured by turning on the valves and it appeared that the sheen on the water <br /> in the dispenser area increased. When the value was closed it appeared that the sheen <br /> dissipated. <br /> I phoned Doug Wilson,Supervising REHS of PHS/EHD to update and to seek his direction. <br /> He suggested that I provide an inspection report with PHS/EHD recommendation that the <br /> lines be pressure tested before use. I phoned back and received his approval prior to giving <br /> the inspection report to Yvonne Mabee and to the other regulatory agencies on site. <br /> 3:00PM Left site. Arrived at PHS/EHD office at 3:40 PM. <br /> 1 <br />
