WDRs are subject to periodic reviews to ensure that the
requirements implement the most current State laws, regulations, and revised Water Quality Control
Plans. Therefore, the Central Valley Water Board is requesting that you file a complete Report of
Waste Discharge (RWD) in accordance with Title 23, California Code of Regulations, section 13260.
Request for Report of Waste Discharge
On 23 September 2014, the State Water Resources Control Board adopted General Waste
Discharge Requirements for Small Domestic Wastewater Treatment Systems (General Order),
WQ 2014-0153-DWQ. Small domestic wastewater systems with an average flow rate of less than
100,000 gallons per day (gpd) are eligible for coverage under this General Order. Because your
existing WDRs indicate that you discharge less than 100,000 gpd, your discharge may be eligible
for coverage under the General Order. Facilities with domestic wastewater discharges greater than
100,000 gpd can only be covered under individual WDRs.
To determine whether your discharge qualifies for coverage under the General Order, we suggest
that you review in detail the Information Sheet (page Info-1) of the attached General Order. To
begin the permit renewal process, a RWD and a completed Form 200 must be submitted.
Attachment B1 of the General Order provides a Recommended Report of Waste Discharge Format.
A complete copy of the General Order is attached and can be found on our website at:
http//www.waterboards.ca.gov/board ca gov/board decisions/adopted orders/water quality/2014/wgo2014 0153 dwgpdf
Please note that for coverage under the General Order, a nitrogen effluent limit may be imposed
where required to protect beneficial uses of groundwater and surface water. Attachment 1 of the
General Order provides the criteria for when a site-specific nitrogen effluent is appropriate and site-
specific information necessary to make such an evaluation.
Central Valley Water Board staff will review the RWD and may request additional information fi the
application is incomplete.
