In the report, AGE
documented that chemicals of concern were not detected in groundwater collected from
monitoring well MW-7, formerly the most intensely impacted well. Also, AGE presented
findings from a Tier 2 Human Health Risk Assessment (HHRA) using soil gas results from
soil boring V-1 in the Johnson and Ettinger Model. The cancer risk for benzene was
calculated to be 2.200 x 10-9, below the target excess lifetime cancer risk of 1 x 10-6 used
by the California Environmental Protection Agency (CaIEPA) when establishing California
Human Health Screening Levels (CHHSLs). The hazard index for benzene, methyl
tertiary-butyl ether (MTBE), and total petroleum hydrocarbons as gasoline (TPH-g) was
calculated to be 2.21 x 10"5, 6.25 x 10"7, and 1.69 x 10-4, respectively. These results are
well below the hazard index of 1.0 used to calculate CHHSLs by the CaIEPA. Based on
these findings, AGE has recommended that the site be considered for closure.
The EHD concurs with the recommendation by AGE and directs that a site closure report
be prepared that includes previous and current estimates of the residual TPH-g and MTBE
masses in soil and groundwater, and Table 1 - Checklist of Required Data for No Further
Action Requests at Underground Tank Sites (Appendix A — Reports, Tri-regional Board
Staff Recommendations for Preliminary Investigation and Evaluation of Underground Tank
Sites, dated 16 April 2004, published by the CaIEPA Regional Water Quality Control
Board Central Valley Region). Submit the report to the EHD by 10 February 2012.
If you have any questions or concerns, please contact Vicki McCartney at (209) 468-9852
or by email at vmccartne sjcehd.com.
