(AGE) on your behalf for the
above-referenced subject site. The report discusses the collection and analysis of two soil
gas samples, V-1 and V-2, collected at approximately 6 to 7 feet below surface grade
(bsg), to evaluate the threat of vapor intrusion into nearby buildings. Analytical results for
total petroleum hydrocarbons as gasoline (TPH-g), benzene, ethylbenzene, and methyl
tertiary butyl ether (MTBE) for soil gas sample V-1 were reported above the Environmental
Screening Levels (ESLs) established by the San Francisco Bay Regional Water Quality
Control Board, and benzene and MTBE in soil gas sample V-1 were reported above the
California Human Health Screening Levels (CHHSLs) published by the Office of
Environmental Health Hazard Assessment, California Environmental Protection Agency
(EPA). Based on these results and historical analytical soil data, AGE has recommended
submitting a work plan for a limited subsurface excavation to remove the remaining
shallow petroleum hydrocarbon impacted soil.
Prior to considering additional remediation near the location of V-1, the EHD directs that a
Tier 2 Human Health Risk Assessment be completed using site-specific data in the
standard risk models, such as the United States EPA version of the Johnson and Ettinger
model, to evaluate and estimate risk. Submit the results from the Tier 2 investigation to
the EHD by 11 May 2011. If results from the Tier 2 modeling exceed a carcinogen risk of
1 x 10-6 or a hazard index of 1.0, then additional soil gas samples should be collected to
verify the original results. (Note that any additional soil gas samples should be collected
at sampling points located closer to or below the building structure, if possible.)
If it is determined, following the collection of additional soil gas samples, that vapor
intrusion into the adjacent building is a concern at this site, then submit a Corrective Action
