He states that the ammonia were
released in the B section at the suction accumulator area at around 7:25 am. The
release were stopped and contained by 7:39am. The less than 10 pounds of
ammonia were vented out to the environment. Ammonia were not released into a
water diffusion tank. SC 007
01/08/2020 Jason Gaitan with EHD notified me today of an ammonia release at the Wine PE 2546 SAEED
180 min Group/Franzia Winery, and forwarded the spill report to me. At 8:38am today I SC 544
called the RP/Kevin Jones and told him I will be at his site to follow up with an
inspection. I arrived onsite at 9:35am and met Kevin Jones and Mark McPherson.
I inspected the pump where the release occurred. This pump was replaced
approximately two months ago, and it was two months old. Approximately less
than ten (10) pounds of Anhydrous Ammonia released to the atmosphere due to a
defective seal for transfer pump area B Suction Accumulator. The Pump was
stopped and isolated within 15 minutes of the release to stop the release. Incident
investigation in progress. APCCO (Refrigeration Contractor) and Coker Pump
(Vendor for the Pump)will be at the facility today to investigate the cause of the
leak. There were no injury, exposure or evacuation due to the release. I issued a
notice to abate and emailed it to Mark. The due date to email the corrective
actions is February 07, 2020. While I was onsite I tried to conducted a routine
HMBP, but the site manager was in a meeting, and did not get the consent to
conduct the inspection. Discussed the HMBP element with Mark. Left the site at
10:50am.
I completed the incident emergency response records, narratives, photo log when
I returned to the office.
