HWY 120 Record ID#: COJM21Y7Y <br /> RIPON, CA 95366- Program Element: 2546 <br /> Spill Location: 17000 E HWY 120, RIPON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> LESS THAN 10 POUNDS OF AMMONIA RELEASED DUE TO FAULTY SEAL ON TRANSFER PUMP. <br /> OBSERVATIONS: <br /> Approximately less than ten(10)pounds of Anhydrous Ammonia released to the atmosphere due ton a defective seal for <br /> transfer pump area B Suction Accumulator. The Pump was stopped and isolated within 15 minutes of the release to stop the <br /> release. Incident investigation in progress. APCCO( Refrigeration Contractor)and Coker Pump(Vendor for the Pump)will <br /> be at the facility today to investigate the cause of the leak. There were no inqury, exposure or evacuation due to the release. <br /> VIOLATIONS: <br /> ° Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> ° Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> ° Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Other Correction <br /> Submit the following records by February 07,2020: <br /> Incident investigation report including APCCO(Refrigeration Contractor)and Coker Pump(Vendor for the Pump) <br /> recommendations and corrective actions. <br /> Updated Cal OES Spill report if the amount of Ammonia reported is not accurate. <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
