Comments: <br /> Initial waste tire inspection done on this date and the following was noted: <br /> No violations. <br /> 1.)A/C T14 CCR 17354- Facility has greater than 500 waste tires on site and is storing waste tires along the <br /> fence and building. <br /> a.)Tire storage piles containing less than 500 waste tires shall be located no closer than 10 feet from lot line or <br /> building; however, tire piles containing less than 500 waste tires may be stored within 10 feet of lot line or <br /> building after the operator has obtained approval from the fire code official. Waste tire pile containing less than <br /> 500 waste tires shall not exceed 6 feet in height when within 20 feet of any property line, building, or perimeter <br /> fencing. Side slopes shall not exceed 60 degree. Any individual waste tire pile shall be separated from any other <br /> waste tire pile, combustible ground vegetation, stored used tires, waste tire material, or products made from <br /> tires, by a distance of at least 40 feet. <br /> b.) Either reduce the amount of waste tires on site to below 500, move waste tires so that the piles are no closer <br /> than 10 feet from lot lines or buildings and 40 feet from used tires, or obtain alternative storage approval from <br /> the local fire authority. <br /> 2.)A/C 14 CCR 17351 (C)- Facility storing more than 500 waste tires on site without adequate equipment to aid <br /> in the control of fires. <br /> a.) Facility shall provide and maintained on site and in working order at all times: (1) Portable fire extinguisher in <br /> building or structures; (2) one 10 feet pike pole to separate burning tires; (3) one round point and one square <br /> point shovel; and (4) one portable fire extinguisher with a minimum rating of A:40-B-C carried on fuel-powered <br /> equipment used to handle waste tires. <br /> b.) Either meet the minimum requirements or reduces waste tires stored below 500. <br /> 3.)Violation PRC 42834-Facility is not a permitted minor waste tire facility. <br /> a.) It is unlawful to direct or transport waste tires to a minor waste tire facility or to accept waste tires at a minor <br /> waste tires facility unless the operator has obtained a minor waste tire facility permit. <br /> b.) Either obtain a minor waste tire facility permit or filled out the waste tire facility permit exclusion notification <br /> form. <br /> Notes: <br /> 1.)Waste tires are stored in a 40 yard bin, along the fence and along the side of the building. 387 waste tires <br /> along the fence and building were counted directly. Volumetric calculation was use to determine the amount of <br /> waste tires stored in the bin. 40 yard bin X 10 loosely store tires per yard =400. The resulting PTE calculation <br /> for the tires in the bin with a 20% reduction was 320. The total waste tire count for the facility was 707. <br /> 2.) Permission to conduct inspection was granted by Jose Gonzalez (Owner). <br /> 3.)TPID certificate is posted in the office. <br /> 4.)Waste tires were counted directly. <br /> 5.)Waste tire facility permit exclusion notification form and waste tire laws and regulations given to facility. <br /> Inform facility that permit exclusion notification form must be completed and submitted to Cal-Recycle. <br /> 6.) Search done on WTMS resulted in 7 manifests. All manifests observed on WTMS were on site and available <br /> for review. Additional manifests from"Shamrock Tire" (5 manifests)TPID 1284842 and "East Bay Tire" (2 <br /> manifests)TPID 1000787 were on site and available fore review. <br /> 7.) Retain all waste tire logs, receipts, and manifests for 3 years. <br /> 8.) Facility only stores its waste tires at this location. <br /> 9.) Inspection report emailed to Josegonz08@yahoo.com. <br />
