December 22. 1995 <br /> Wright Project No. 4123-5 <br /> Site Oosure Report <br /> 4.0 q SCOPE OF SERVICES <br /> The scope of services have been performed in accordance with our proposal dated October 2, <br /> 1995, and include the following: <br /> • Conducting a surface reconnaissance of the site, as requested by the City Staff, to <br /> determine the area of impacted soils and develop remediation procedures. <br /> • Assessing the vertical and horizontal extent of petroleum hydrocarbon contamination <br /> within the soils underlying the site through the visual inspection of exploratory test pits. <br /> • Excavation and stockpiling of approximately 300 cubic yards of petroleum hydrocarbon <br /> contaminated soils. <br /> • Removal of groundwater from the excavation and discharging it to a sanitary sewer. <br /> • Providing for the collection of six confirmatory soil samples from the base and sidewalls of <br /> the excavation for laboratory analyses. <br /> • Collection of eight soil stockpile samples and providing for the composition and laboratory <br /> analyses of the retrieved samples for disposal at a landfill. <br /> • Providing for the collection of one groundwater sample after allowing groundwater to <br /> recharge the excavation. <br /> • Compilation and analysis of the field data <br /> • Preparation and submittal of this closure report. <br /> 5.0 PREFIELD ACTIVITIES <br /> 5.1 Surface Reconnaissance: <br /> Wright was contacted by the City of Tracy to investigate possible soil contamination that was <br /> encountered during the grading activities of a parking lot located adjacent to 1 lth Street and Fabian <br /> Street, within the northernmost section of the property at the site. Wright conducted a surface <br /> reconnaissance of the site on August 17, 1995, in an attempt to determine the extent of <br /> contamination and to develop remediation procedures. At the time of the reconnaissance, it was <br /> determined that the contamination appeared to be oil and grease and that subsurface test pits should <br /> be excavated within the area of staining to determine the vertical and horizontal extent of <br /> contamination. Upon completion of the exploratory test pits, affected soils would be removed and <br /> stockpiled at a designated area on the site. The soils would then be properly disposed at a landfill <br /> following their characterization. . <br /> 5.2 Magnetometer Survey <br /> Wright conducted a magnetometer survey of the proposed area of excavation on August 18, 1995, <br /> in order to determine the presence of underground utilities or other metallic features that may <br /> warrant concern. No metallic features were found that might preclude the presence of underground <br /> utilities or other subsurface features. An active Underground Service Alert (USA) has been <br /> established at the site by the grading contractor. <br /> 4 <br />
