Emergency Remediation 2480 Tracy Blvd., Tracy, CA. • Page 5
SOIL TREATMENT
Given its estimated volume, to permit construction to proceed it is expected that the soil
affected by gasoline temporally stockpiled on the 2480 Tracy Blvd. site will have to be
hauled to the landowner's nearby property at 11th Street and Grant Line Road for
treatment. Subject to approval by the SJCPHS and, as necessary, the San Joaquin Valley
Unified Air Pollution Control District (SJVUAPCD) the affected soil will be re-stockpiled
at the treatment site and then progressively spread for treatment at the rates permitted by
SJVUAPCD regulations.
After spreading, the soil will be periodically rototilled to accelerate aeration of
components of gasoline The spread and treated soil will be periodically sampled according
to a statistically-valid, soil-sampling plan that will be prepared by a California-licensed
geotechnical engineer. Soils will be treated until the concentrations of TPH as gasoline,
benzene, toluene, ethylbenzene and total xylene isomers and ethyl benzene are no longer
detectable. When the clean up standard has been achieved, the soils will be remain in
place at the treatment site.
(Note: If the volume of hydrocarbon soil that has to be excavated is significantly less that
estimated, or vacant land adjacent to the subject site can be made available to provide
sufficient room to spread the soil for treatment, it may be treated at the subject property
by the same process that has been described above.)
HEALTH AND SAFETY PLAN
Work for the emergency remediation will be subject to the site-specific health and safety
plan presented in Appendix A
REPORTING
At the conclusion of the project, a report will be prepared under the direction of a
California-licensed professional engineer to document the emergency remediation work
performed and to compile and record all laboratory tests and other pertinent data
obtained. during the progress of the work The report will be submitted to the SJCPHS and
any other concerned regulatory authority.
