Three B's Truck Plaza - 8 - June 2012 <br /> Claim No. 12992 <br /> ATTACHMENT <br /> Historic Recommendations <br /> In April 2008, the Fund concurs with the San Joaquin County LOP that soil vapor <br /> extraction and air sparging be implemented to achieve Water Quality Objectives in a <br /> timely manner. The Fund further recommends that the Responsible Party evaluate the <br /> necessity of each sampling point and to reduce the sampling frequency as appropriate to <br /> reserve available funds for remediation. The Fund will review this site next year to track <br /> progress. <br /> UPDATED, April 2009, this investigation has been underway for 12 years. By letter on 1 <br /> January 2009, the San Joaquin County LOP directed the Responsible party to reduce <br /> monitoring costs. Though there have been recent monitoring reductions, too many <br /> contaminant free wells are being monitored too frequently. The Fund recommends that <br /> the Regional Board direct the Responsible Party to assess the current monitoring <br /> program and to reduce the frequency and number of wells being monitored to reduce <br /> monitoring costs. <br /> UPDATED, June 2010, nearly one million dollars has been spent at this site and no <br /> active remediation has been conducted. Five dozen monitoring locations have been <br /> installed and monitored regularly, creating an enormous amount of unnecessary data. <br /> The consultant for the Responsible Party proposed soil vapor extraction and air sparging <br /> three years ago. The plan has been approved but not implemented. The Fund <br /> recommends that the San Joaquin County require that the Responsible Party implement <br /> active remediation without delay. The Fund will review this site next year to check for <br /> progress. <br /> UPDATED, June 2011, the Fund concurs with the San Joaquin county LOP that <br /> remedial action continue until extraction rates drop off precipitously. <br />
