Thornton Road December 9, 2011 <br /> Lodi, California <br /> Based on the recently collected soil and soil-vapor data and the declining groundwater <br /> dissolved petroleum hydrocarbon concentration trend noted from the samples collected from the <br /> many monitoring wells at this site, your consultant has concluded "asymptotic levels appear to <br /> have been approached, and further SVE and IAS remediation is no longer cost effective <br /> compared to the mass of contamination remaining at the site" and "further SVE and /AS <br /> remediation is not warranted for this site" Additionally, your consultant has recommended that <br /> no further investigation is warranted, additional remediation is not needed, and the site should <br /> be considered for no further action status. <br /> After evaluating your closure request, the EHD has determined that the site is not ready for <br /> closure at this time. Although the SVE and IAS remediation system appears to have been <br /> initially effective at removing petroleum mass and reducing the dissolved petroleum <br /> hydrocarbon concentrations, it may need to be continued if the results of the rebound testing <br /> indicate that significant contamination is still present at the site. Please conduct rebound testing <br /> by collecting ground water samples from the shallow ground water monitoring wells,jpw and <br /> again in six months. If the laboratory data indicates there is no rebound occurring, then a no <br /> further action report (NFAR) should be submitted. If rebound is occurring, then the SVE-IAS <br /> system should be re-activated.
