PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY r.
JOGI KHANNA M.D.,M.P.H.
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) Stockton,California 95201
C9/FORa\P
(209) 468-3400
February 9 , 1990
LUPY
Thomas J. Shephard Sr.
Neumiller & Beardslee
P. U. Drawer 20
Stockton, CA 95201-9978
RE : Site Approval No . SA-89-40/Tri Valley Growers
I am responding to your request addressed to the County Planning
Department dated January 12 , 1990 concerning the following:
Public Health Services ; Wash rack sand/oil separator:
You would be required to submit a Waste Discharge
application to the California Regional Water Quality Control
Board, Central Valley Region, as specified in our
conditions . Assuming that this is an enclosed system (not
discharging to land disposal) , the Regional Board will not
charge a fee and will send Public Health Services a letter
indicating that it is an enclosed system and would not
require a Waste Discharge Permit . Your engineer would then
make out an installation permit application to our division
for the oil/sand separator and submit the necessary
information. It would not have to be installed prior to
final site approval.
Septic Tank :
A septic system permit Would be required. Septic systems
can be legally installed without final site approval
providing they meet ordinance requirements ; however, if
changes in final site approval could affect this
installation (change in location of buildings , wells , storm
ponds , etc . ) , this may not be advisable .
Should you have any further questions, contact myself or James R.
Miller, Supervising Registered Environmental Health Specialist .
6Mnager Fred KnProgra
cc: Richard Larrouy, County Planning Department
A Division of San Joaquin County Health Care Services 0
