A written notification of work schedules and an Improvement Plan shall be provided to the County by the applicant prior to any grading or excavation. The Improvement Plan shall reflect all of the adopted Conditions of Approval. One (1) copy of the Improvement Plan shall be submitted to the Development Services Division for distribution to the involved County departments. A plan check fee will be required. (Development Title Section 9- 1410.3{j}) k. The excavation's designated haul route shall be from the subject parcel's south property line to Eugenia Avenue, along the existing private dirt road on Assessor's Parcel Number 245-190-20. The Improvement Plan shall show the location, width, and surfacing details of the haul route and include a note, to be signed by the owner of the property on which the haul route is located, indicating approval of the use of that property for the haul route. I. The Improvement Plan shall include detailed dust control measures for that portion of Eugenia Avenue from the haul route to the intersection of Murphy Road. M. At the completion of the grading, the applicant shall have a registered civil engineer or licensed land surveyor compare the excavation's final elevations with the approved permit. The engineer or surveyor shall submit a certified, written finding to the Development Services Division which states and documents the compliance or non-compliance of the excavation with all of the conditions of the approved permit. (Development Title Section 9-1410.3{k}) n. The operator shall stockpile the site's topsoil and replace it upon completion of the excavation. Excavated material shall be stockpiled on the site and may not be removed from the site until acceptance of the Certification of Compliance by the Director. Topsoil and excavated material shall be stockpiled separately and set back at least twenty-five (25) feet from any property line or road right-of-way.
