A written notification of work schedules and an Improvement Plan shall be provided to the <br /> County by the applicant prior to any grading or excavation. The Improvement Plan shall <br /> reflect all of the adopted Conditions of Approval. One (1) copy of the Improvement Plan <br /> shall be submitted to the Development Services Division for distribution to the involved <br /> County departments. A plan check fee will be required. (Development Title Section 9- <br /> 1410.3{j}) <br /> k. The excavation's designated haul route shall be from the subject parcel's south property <br /> line to Eugenia Avenue, along the existing private dirt road on Assessor's Parcel Number <br /> 245-190-20. The Improvement Plan shall show the location, width, and surfacing details <br /> of the haul route and include a note, to be signed by the owner of the property on which <br /> the haul route is located, indicating approval of the use of that property for the haul route. <br /> I. The Improvement Plan shall include detailed dust control measures for that portion of <br /> Eugenia Avenue from the haul route to the intersection of Murphy Road. <br /> M. At the completion of the grading, the applicant shall have a registered civil engineer or <br /> licensed land surveyor compare the excavation's final elevations with the approved permit. <br /> The engineer or surveyor shall submit a certified, written finding to the Development <br /> Services Division which states and documents the compliance or non-compliance of the <br /> excavation with all of the conditions of the approved permit. (Development Title Section <br /> 9-1410.3{k}) <br /> n. The operator shall stockpile the site's topsoil and replace it upon completion of the <br /> excavation. Excavated material shall be stockpiled on the site and may not be removed <br /> from the site until acceptance of the Certification of Compliance by the Director. Topsoil <br /> and excavated material shall be stockpiled separately and set back at least twenty-five <br /> (25) feet from any property line or road right-of-way.
