Item No. 1 <br /> PC: 11-19-92 <br /> SU-89-19 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On August 17, 1989, the Planning Commission approved this Major Subdivision. On August 3, 1992, <br /> Wayne Craig applied for a one-year Time Extension. Staff informed Mr. Craig that only one time extension <br /> may be granted pursuant to the Subdivision Map Act; however, he may request a Time Extension for up <br /> to three years. Mr. Craig then changed his request to a three-year Time Extension. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The eastern edge of this site is designated I/G (General Industrial), and the remaining portion is <br /> designated I/L (Limited Industrial) on the 2010 General Plan. The zone for the eastern eight lots <br /> (Lots 6 through 13) is I-G (General Industrial), and the zone for the remaining lots is I-L (Limited <br /> Industrial). No conflicts with the 2010 General Plan and Development Title have been identified. <br /> This subdivision was approved pursuant to the 1995 General Plan. At that time, the General Plan <br /> designation was Industrial, and the zones were M-1 (limited Industrial) and M-2 (General <br /> Industrial). <br /> The Planning Commission is being asked to determine if significant changes have occurred since <br /> approval of the Major Subdivision which would require the Planning Commission to deny the <br /> request for a Time Extension. No significant changes have been identified. <br /> If the Time Extension is approved, the previously adopted Conditions of Approval will remain in <br /> effect for the period of the Time Extension. <br /> Eight Mile Road Specific Plan: <br /> Recently, the proposed Eight Mile Road Specific Plan was modified to locate Eight Mile Road <br /> farther north at this site. This relocation eliminates any conflict that this subdivision may have had <br /> with the proposed Specific Road Plan. However, to be consistent with the proposed Speck <br /> Road Plan, the entrance to the subdivision will have to be relocated farther west to line up with <br /> the westernmost north-south internal roadway. The final map will reflect this change and be <br /> considered substantially in compliance with the approved tentative map. Therefore, a revised <br /> tentative map or condition of approval is not required. <br /> Traffic impact mitigation fees and water impact fees that were not in effect when the map was <br /> approved will apply to this project As these fees are required by ordinance, it is not necessary <br /> to condition the Time Extension. The fees will apply at the time of development. <br />
