San Joaquin County Council of Governments
Member Agencies:Cities of Escalon,Lathrop,Lodi,Manteca,Ripon,Stockton,Tracy,County of San Joaquin
April 23 , 1991
Mr. Richard Larrouy
San Joaquin County Planning Division
1810 E. Hazelton Avenue
Stockton, CA 95205
RE: Application # ZR-91-12/GP-91-5
Dear Mr. Larrouy:
We are in receipt of the referenced application. This application
would, if approved, result in a zone reclassification from AG-40 to
H-S on 15. 31 acres, and also a general plan amendment from Agricul-
ture to Highway Service.
Please be aware that preliminary plans for the reconstructed Eight
Mile Road/Route 99 interchange envision the need to relocate the
Route 99 frontage roads around this interchange to allow for a
higher capacity interchange design. Those plans are being developed
in conjunction with the nearly-complete Stockton Route 99 Freeway
Segment Study, for which the COG is the lead agency.
Of specific interest to this proposal is the proposed frontage
road relocation in the northeast quadrant of Eight Mile Road/Route
99 . The proposed frontage road relocation would, if implemented,
have a significant impact on access/egress to and from the proposed
development.
The final location of the northeast quadrant frontage road is
further complicated by an approved but unconstructed mini-storage
development to be located in the triangular area southwest of the
current frontage road (parcels 41 and 72) .
If desired, I would be happy to meet with you and/or the project
proponents to review the preliminary plans and discuss this situa-
tion further.
Thank you for the opportunity to comment on this document.
Sincerely,
GARY C. DICKSON
Senior Regional Planner
cc: Tom Flinn, County Public Works
Harry Islas, County Planning
Dennis Azevedo, Caltrans District 10
1860 E.Hazelton Avenue • Stockton,California 95205 • (209)468-3913 FAX: (209)468-3330
Regional Transportation Planning Agency,Local Transportation Authority,Congestion Management Agency,Airport Land Use Commission
