PC: 6-3-93
GP-93-2/ZR-93-2
REFERRALS AND REPLIES
The application referrals were mailed on February 24, 1993, with responses due by March 18, 1993.
Department of Public Works (response: March 17, 1993):
1. Proof of no increased demand upon the water supply currently available at the project site shall
be provided. (Resolution R-91-258)
2. For future development, services shall be provided in accordance with the adopted County
Development policies for Unincorporated Urban Centers.
3. A supplement to the Plan Line Study addressing the impacts on State Highway 12/88 and County
roadways created by this Zone Reclassification and the mitigation measures required shall be
provided prior to approval of the subdivision application.
Public Health Services: (response: March 8, 1993):
The Environmental Health Division has no conditions to impose at this application stage; however, future
development will have conditions or requirements pertaining to the provision of public water and public
sewers.
Caltrans: (responses: March 19, 1993, and April 1, 1993):
The March 19, 1993, letter indicated that dedication and improvements will be required at the time of
development. In addition, an encroachment permit will be required for any work performed within the
State right-of-way.
The April 1, 1993, letter noted that a traffic study is required to determine the impact of this project on
State Route 12/88, and to identify mitigation measures that would be required at the time of development.
On May 11, 1993, in response to the plan line study for secondary access for Lockeford Vista, Caltrans
stated:
In conclusion, the recommended Alternative 'E', from the study, did not adequately justify to
Caltrans the need for two access points onto SR 88. It is highly likely that an encroachment
permit would be rejected for 'A' Street, as the secondary access, to serve the Lockeford Vista
Subdivision.
Air Pollution Control District (response: March 18, 1993):
The District is not requesting any mitigation measures for this particular project. However, the district did
provide mitigation measures that were passed on to the applicant.
-10-
