5. As stated in response number 3 above, the applicant will be required to <br /> temporarily resoil and revegetate each excavation strip as it is completed. This <br /> will substantially reduce the amount and duration of stockpiling. <br /> Mitigation 1 of Section 3.1.3 has been revised to require that a plan for <br /> temporary revegetation (including stockpiled material) be submitted to and <br /> approved by the County. This will reduce the potential for dust generation. <br /> The existing processing facility well that would continue to be used by the <br /> proposed project, has been extracting groundwater at the rate of 10,000 gallons <br /> per day for at least eight years, and no evidence of adverse impact on local wells <br /> has been identified. Additionally, this well is located at least 150 feet from any <br /> property boundary, and about 1,000 feet from the nearest offsite residence. It is <br /> unlikely that the proposed extraction would impact other wells; however, <br /> Mitigation 10 has been added to Section 3.2.3 of the EIR to evaluate and mitigate <br /> any potential future impacts with respect to existing wells. <br /> 6. This mitigation (Section 3.1.3) has been revised to require that minimum setbacks <br /> be approved by the County. <br /> 7. The reduction in LOS of the Mackville Road/State Route 88 intersection to level <br /> D in year 10 is a result of traffic associated with the anticipated growth in the <br /> project area and surrounding communities. The reduction in LOS would result <br /> even without project traffic. Section 3.4.2 of the EIR under "Cumulative <br /> Conditions" has been revised to clarify this issue. Mitigation 1 has been added to <br /> Section 3.4.3, as requested by the San Joaquin County Department of Public <br /> Works, requiring a Traffic Impact Mitigation Fee based on average truck trips be <br /> negotiated with the County to offset the cost of traffic impact mitigation. <br /> The truck traffic levels described in the project description are based on traffic <br /> levels of the existing project. Since proposed quarry activities are similar to <br /> existing, any significant increase in these levels would be considered outside the <br /> scope of this proposed project. <br /> The traffic impact evaluation compared existing traffic levels, without the <br /> existing facility truck traffic, to levels associated with the proposed project. The <br /> evaluation did not merely assume that no impact would occur because project <br /> traffic levels would remain the same as the existing project. <br /> 8. State Highway 88 was designed to withstand certain truck sizes and loads. <br /> Mitigation 2 was added to Section 3.4.3 to require that project trucks comply <br /> with road capacity requirements. <br /> Figure 3.4-1 provides truck circulation and access information for the project. <br /> 9. The stated distance from the proposed quarry to the property line of Oak Ridge <br /> Estates has been changed from 300 feet to 200 feet in Sections 3.5.2 and 3.6.1 of <br /> the EIR. <br /> 10. The mitigations provided in Section 3.6.3 of the EIR are designed to mitigate for <br /> the worst case conditions by requiring noise monitoring when extraction activities <br /> approach the bluff.
