1.0 INTRODUCTION <br /> 1.1 Claude C. Wood Ouarry Proiect <br /> This Draft Environmental Impact Report (DEIR) addresses a proposal by the <br /> Claude C. Wood Company to develop an aggregate resource quarry immediately north of <br /> the town of Clements in San Joaquin County, California. The proposed quarry would <br /> supply an existing aggregate processing facility located adjacent to the Mokelumne <br /> River. The processing facility is currently receiving raw aggregate from an existing <br /> quarry area about I mile to the east of the proposed quarry site. The processing facility <br /> currently provides aggregate construction materials to markets in San Joaquin and <br /> adjacent counties. <br /> The proposed quarry project would involve two phases of aggregate extraction, <br /> with each phase lasting a period of about 5 years. Each phase would be excavated in <br /> 100 to 200 foot wide strips, with each strip containing up to 5.5 acres. Each strip would <br /> be temporarily resoiled and revegetated immediately following aggregate extraction from <br /> that strip. Aggregate from the quarry would be transported to the processing facility by <br /> off-highway haul vehicles using private roads. The private haul road would cross the <br /> Mokelumne River, requiring relocation of an existing bridge which is currently used in <br /> the transport of aggregate from the existing quarry to the processing facility. <br /> 1.2 Anproach to the EIR <br /> The California Environmental Quality Act (CEQA) sets forth actions to be <br /> conducted by the Lead Agency, in this case the San Joaquin County Department of <br /> Planning and Building Inspection, prior to and during preparation of an Environmental <br /> Impact Report (EIR). One of the purposes of these actions is to adequately identify <br /> government agency and public concerns related to a proposed project. This process is <br /> referred to as "scoping." The scoping process helps to identify environmental issues so <br /> that thorough and accurate environmental documentation for a proposed project can be <br /> developed. <br /> The actions taken by San Joaquin County for the proposed quarry project have <br /> included issuance of a Notice of Preparation (NOP) of an EIR on January 30, 1990. <br /> This notice included a brief description of the proposed project and requested <br /> I <br />
