Under the provisions of SMARA, anyone wishing to perform surface mining <br /> operations (unless exempt under SMARA) is required to submit a permit application and <br /> a reclamation plan to the lead agency. In the case of the proposed Claude C. Wood <br /> project, the lead agency is San Joaquin County. Copies of all permit applications and <br /> approved reclamation plans must be sent to the California Division of Mines and <br /> Geology. <br /> San Joaquin County Aggregate Resources <br /> The Stockton-Lodi region is supplied by two production districts: the Tracy <br /> District, just south of the City of Tracy; and the Mokelumne River District, along the <br /> Mokelumne River. More than 80 percent of the aggregate consumed in the P-C region <br /> is supplied from the Tracy District, with the remaining demand supplied from the <br /> Mokelumne River District. About 90 percent of the aggregate from the Mokelumne <br /> River District and about 85 percent from the Tracy District is supplied to the Stockton- <br /> Lodi P-C region. The remaining production is consumed by neighboring counties <br /> (CDMG, 1988). <br /> An important market consideration for aggregate resource development is the <br /> resource's relatively low value compared to its high bulk weight. For this reason, <br /> transportation of aggregate over great distances is economically unattractive. <br /> Transportation cost is a major component of aggregate cost to the consumer (CDMG, <br /> 1988) and import of aggregate from outside a P-C region is expensive. CDMG (1988) <br /> has estimated that, at anticipated consumption rates, known high grade (Portland cement <br /> concrete grade) aggregate reserves in the Stockton-Lodi P-C region may be exhausted by <br /> about the year 2004. To extend the availability of reserves in the market area, it would <br /> be necessary to either define additional reserves or import aggregate from outside the <br /> area (i.e., other production areas), likely at much greater cost. <br /> San Joaquin County Objectives and Policies <br /> The San Joaquin County General Plan (Land Use/Circulation Element, 1976; as <br /> amended 1988) identifies the project area as being within a Natural Resource Area.
