shall include grading and drainage patterns which will conduct surface runoff <br /> towards the large stock pond in the southwest corner of the site. Grading and <br /> drainage facilities shall be implemented so as to maintain current runoff levels to <br /> the wetland area. <br /> The applicant must also obtain a permit to conduct surface mining operations <br /> from the County (as lead agency under SMARA). <br /> 10. To ensure that extraction of 10,000 gallons per day of groundwater will not <br /> impact adjacent wells, a qualified groundwater hydrologist or hydrogeologist shall <br /> conduct an evaluation of the potential impact on existing local groundwater wells. <br /> The selection of the individual or firm to conduct the evaluation shall be subject <br /> to approval by the County and the California Department of Water Resources. <br /> The evaluation shall determine the potential drawdown and area of influence of <br /> the extraction from the project well. If it is determined that project water use <br /> could significantly impact local wells, these wells shall be monitored for project <br /> related drawdown. If significant adverse impacts to local wells is identified, <br /> mitigation shall be provided such as deepening or replacement of affected wells. <br /> 11. If the applicant determines that waterway markers (e.g. signs or bouys) are <br /> necessary to warn or advise boaters of hazards during bridge construction, the <br /> markers must be placed or installed in accordance with the requirements as <br /> specified in Title 14, Article 6, California Code of Regulations. <br /> 12. Truck loads crossing the project bridge must be fully contained to prevent <br /> accidental spill or release of materials into the Mokelumne River. To minimize <br /> the potential impact from potential spills, an emergency spill containment and <br /> contingency plan shall be submitted to and approved by the County prior to <br /> project construction. <br /> 13. The applicant shall notify the California Department of Fish and Game of any <br /> work, including bridge relocation, in the Mokelumne River related to this project <br /> as required under Section 1600 of the Fish and Game Code. <br /> 14. Transfer of title for the retention/percolation basin shall be resolved with the <br /> County prior to project construction. <br /> 3.3 Biology <br /> 3.3.1 Setting <br /> Harding Lawson Associates (HLA) conducted an on-site biological resources <br /> survey of a proposed expansion of the Claude C. Wood Quarry operation. HLA <br /> biologists visited the site on April 10, 13, and 24, 1990. <br /> 38 <br />
