entrained in the ambient air as a result of emissions generated from fugitive dust
sources. Four rules of this regulation would apply to the proposed project: Rule 803
(Open Areas/Staging Areas); Rule 804 (Open Storage of Bulk Material); Rule 805 (Paved
Roads); and, Rule 806 (Unpaved Roads). These rules would require that permits be
obtained from the APCD for these activities, preparation of a dust control plan for
approval by the APCD, implementation of stricter dust control measures (at least 75
percent control), and several other requirements. These requirements would, in turn,
require additional mitigation measures that would potentially further reduce the dust
impacts from the sites.
3.5.3 Mitigation Measures
The following measures are recommended to mitigate potentially significant
impacts from fugitive dust and other emissions to less than significant levels.
1. Water or other dust suppressants shall be applied to all working surfaces and on-
site service roads at least twice per day, and in a large enough quantity so that
the surface of the soil is moist.
The applicant shall maintain proper records which shall be available for
scheduled or unscheduled inspection by the County and the Air Pollution Control
District (APCD). These records shall contain:
- All travel routes to be treated shall be referenced on a plot plan available
to both the site operator and regulatory personnel.
- Length and area of surfaces to b5 watered.
- Application intensity, i.e. gal/yd
- Application frequency
- Application vehicle type and tank capacity
- Water source
- Date and time of application
- Equipment used
- Start and stop time, average speed, and number of passes
- Start and stop time for filling of water tank
- Equipment maintenance logs
- Records of equipment breakdown and downtime
- General weather condition logs
- Operator initials
2. Equipment travel shall be restricted to dust controlled routes and speeds shall be
restricted to 15 mph or less for on-site vehicles unless a higher speed limit is
approved in writing from the San Joaquin County Air Pollution Control District.
3. Although the Proposed Regulation VIII has not been approved yet by the San
Joaquin County APCD, once adopted, the applicant shall conform to the
requirements specified within it to assure that appropriate steps have been taken
79
