4.2 No River Crossing
Due to the potential impact to the riparian corridor, water quality, and fisheries
associated with the Mokelumne River, this alternative looks at developing the project
without constructing a bridge across the Mokelumne River. Because of the location of
the processing facility with respect to the proposed quarry area, relocation of the bridge
would not significantly change the impacts associated with the project. The value of the
riparian corridor would be approximately the same within the area of feasible relocation
of the bridge, and water quality and fishery impacts would remain approximately the
same.
This alternative would eliminate the direct impact to the riparian corridor and
would substantially reduce the potential for impact to water quality and fisheries. The
most significant change associated with this alternative would be a negative impact on
traffic. An alternative route for transporting aggregate from the quarry area to the
processing facility would be required. This would likely involve construction of an
access road from the quarry area to some point on Mackville Road. This would impact
the traffic on Mackville Road and Jahant Road, and at the intersections of Jahant Road
- Mackville Road and Jahant Road - Linn Road. An average of 95 one-way trips by
25-ton aggregate trucks would be added to these intersections and roadways per day.
Because of existing right-of-ways, access from the quarry site to streets in
Clements may not be the most feasible option under this alternative. It might be
necessary to obtain an easement from the adjacent land owner to access Mackville Road
directly from the quarry site. Because access from streets within Clements would
require truck traffic to go through the town of Clements and past the fire station, this
access may create a safety hazard for traffic and pedestrians, and may impact emergency
equipment travel from the fire station.
4.3 Reduced Deoth of Excavation
Because of the potential to encounter groundwater during excavation of
aggregate, and the associated need to dispose of this water, this alternative evaluates a
reduced depth of excavation at the quarry to avoid contacting the groundwater table.
107
