The San Joaquin County Air Basin is considered a "nonattainment' area with <br /> respect to ozone and PM-10. The project would contribute to emission of these <br /> constituents by generating an ozone precursor (NOx) and dust from excavation and haul <br /> roads; however, because of the small amount of these emissions, cumulative impacts <br /> should not be significant levels. <br /> Noise impacts from the project will contribute to existing noise levels, <br /> particularly along the southern boundary of the town of Clements. This area is currently <br /> subject to high noise impacts from traffic along Highway 88. Mitigation measures <br /> proposed in this EIR should reduce the cumulative impacts of the project to less than <br /> significant. <br /> 5.2 Growth inducement <br /> Although the project is located in a rural area of San Joaquin County, it would <br /> have little potential to induce growth. The project would not result in additional jobs, <br /> but would maintain employment for workers at the existing quarry for an additional 10 <br /> years. The project would locally result in a temporary loss of jobs (mostly seasonal) <br /> related to agricultural activity in the proposed quarry area. No new or additional <br /> services would be required. Although the project would generate construction materials, <br /> this would likely fill existing demands rather than promote new development activities. <br /> 112 <br />
