STATE OF CALIFORNIA—BUSINESS, TRANSPORTA,,ON AND HOUSING AGENCY GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF TRANSPORTATION
P.O. BOX 2048 (1976 E. CHARTER WAY)
STOCKTON, CA 95201
TDD (209) 948-7853
(209) 948-7906
March 16, 1990 10-SJ-88-17.7
San Joaquin County
NOP for Claudewood Ouarry
ER 90-8
SCH #90020113
Mr. Richard Larrouy
San Joaquin County Planning Division
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Mr. Larrouy:
We have reviewed the Notice of Preparation (NOP) for the Claude C. Wood Quarry
Excavation and offer the following comments:
Traffic impacts resulting from this and other proposed developments in the area will
likely be evident on Route 88. In order to adequately assess the impacts a traffic
analysis needs to be prepared. It should include the following:
1. An estimation of the project's total trip generation using recognized trip
generation factors.
2. The analysis should include at a minimum the existing traffic, the project
related traffic, the cumulative traffic, along with AM/PM peak hour turning
movements. This analysis should also include project related and cumulative
impacts to mainline Route 88.
3. An estimation of the directional distribution of the project trips.
4. An evaluation of the project traffic's impacts on the Level of Service (LOS) of
the key intersections in the area .
5. Impacts of large trucks on the structural and operational aspects of Route 88.
6. A discussion which recommends mitigation measures for significant impacts
and a reference to funding responsibility for any improvements made
necessary by the project traffic. The mitigations established for this project
should be integrated with the mitigation and financial mechanisms established
by the County of San Joaquin.
