STATE OF CALIFORNIA—THE RESOURCES AGENC GEORGE DEUKMEJIAN, Govemor
DEPARTMENT OF FISH AND GAME :y= :
REGION 2
1701 NIMBUS ROAD, SUITE A
RANCHO CORD VA, CALIFORNIA 95670
(916) 355-7020
March 13, 1990
Mr. Richard Larrouy
San Joaquin County Planning Division
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Mr. Larrouy:
The Department of Fish and Game (DFG) has reviewed the Notice of
Preparation (NOP) for the proposed Claude C. Woods Quarry
Excavation Permit, SCH 90020113. The project is located near
Clements, San Joaquin County, on the south side of the Mokelumne
River. The project consists of a NOP for a Draft Environmental
Impact Report (EIR) for the Claude C. Woods Excavation Permit.
The permit would allow removal of 2 . 4 million tons of rock, sand,
and gravel from 120 acres of agricultural lands adjacent to the
Mokelumne River.
The DFG recommends the following concerns be addressed and
mitigated in the Draft EIR:
1 . The project' s impact upon fish and wildlife resources and
their habitat.
2 . The project' s impact upon State- and Federal-listed
sensitive plants or animals with particular emphasis on:
the Federal candidate tiger salamander (Amb stoma tigrium
californiense) , Federally endangered valley a erberry
longhorn beetle (Desmocerus californicus dimor hus) , and the
State threatened Swainson' s aw Bu eo swainsoni .
Specific mitigation criteria for Sw nia son' s aw s are
enclosed.
3 . The project' s impact upon wetlands, particularly riparian
wetlands . The project lands should be surveyed for wetlands
and all wetlands should be identified and protected. If the
proposed project unavoidably impacts wetlands, mitigation
should be provided that is based upon the concept of no net
loss of wetland habitat value or acreage.
4 . The project's potential for siltation, pollution, entrapment
of fish, and changes in the course of the Mokelumne River.
In order to comply with Public Resources Code Section 21081 . 6, a
detailed monitoring program must be developed for all required
mitigation conditions . The monitoring program should include the
following:
a. Specific criteria to measure effectiveness of
mitigation.
