Woods Quarry <br /> Excavation Permit, SCH 90020113. The project is located near <br /> Clements, San Joaquin County, on the south side of the Mokelumne <br /> River. The project consists of a NOP for a Draft Environmental <br /> Impact Report (EIR) for the Claude C. Woods Excavation Permit. <br /> The permit would allow removal of 2 . 4 million tons of rock, sand, <br /> and gravel from 120 acres of agricultural lands adjacent to the <br /> Mokelumne River. <br /> The DFG recommends the following concerns be addressed and <br /> mitigated in the Draft EIR: <br /> 1 . The project' s impact upon fish and wildlife resources and <br /> their habitat. <br /> 2 . The project' s impact upon State- and Federal-listed <br /> sensitive plants or animals with particular emphasis on: <br /> the Federal candidate tiger salamander (Amb stoma tigrium <br /> californiense) , Federally endangered valley a erberry <br /> longhorn beetle (Desmocerus californicus dimor hus) , and the <br /> State threatened Swainson' s aw Bu eo swainsoni . <br /> Specific mitigation criteria for Sw nia son' s aw s are <br /> enclosed. <br /> 3 . The project' s impact upon wetlands, particularly riparian <br /> wetlands . The project lands should be surveyed for wetlands <br /> and all wetlands should be identified and protected. If the <br /> proposed project unavoidably impacts wetlands, mitigation <br /> should be provided that is based upon the concept of no net <br /> loss of wetland habitat value or acreage. <br /> 4 . The project's potential for siltation, pollution, entrapment <br /> of fish, and changes in the course of the Mokelumne River. <br /> In order to comply with Public Resources Code Section 21081 . 6, a <br /> detailed monitoring program must be developed for all required <br /> mitigation conditions . The monitoring program should include the <br /> following: <br /> a. Specific criteria to measure effectiveness of <br /> mitigation. <br />
