The same end <br /> could be achieved through better farming practices. <br /> Response <br /> The purpose of the application is to allow the extraction of <br /> a mineral resource while maintaining the site' s usefulness for <br /> agricultural purposes. Consideration of past farming <br /> practices on the site was not a basis for the decision made by <br /> the Planning Commission. The bases for taking an action on <br /> this application included General Plan consistency, <br /> environmental impacts and effects on public health, safety and <br /> welfare. <br /> 8. Appeal Statement: <br /> "It appeared to the attending public that the issuance of the <br /> permit was based upon the appearance and existing operations <br /> of the processing plant, as discussed by the Planning <br /> Commission. This, in no way, has any bearing on the proposed <br /> quarry at the site at the bottom of the bluff. " <br /> Response: <br /> The approval of the Quarry Excavation application by the <br /> Planning Commission was based on a review of the project' s <br /> impacts and corresponding mitigation measures. The attached <br /> minutes from the September 6, 1990, Commission hearing show <br /> that the action was taken subject to making project-specific <br /> Findings and adopting Conditions of Approval. Discussions by <br /> the Commission of the applicant's existing quarry and <br /> processing facilities were meant only to illustrate comments <br /> and discussion regarding the proposed quarry and processing <br /> plant. <br /> FISCAL IMPACT: <br /> None. <br /> BOS LETTER PAGE 5 <br /> x <br />
