The applicant must also obtain a permit to conduct surface mining operations from the County (as lead agency under SMARA). 10. To ensure that extraction of 10,000 gallons per day of groundwater will not impact adjacent wells, a qualified groundwater hydrologist or hydrogeologist shall conduct an evaluation of the potential impact on existing local groundwater wells. The selection of the individual or firm to conduct the evaluation shall be subject to approval by the County and the California Department of Water Resources. The evaluation shall determine the potential drawdown and area of influence of the extraction from the project well. If it is determined that project water use could significantly impact local wells, these wells shall be monitored for project related drawdown. If significant adverse impacts to local wells is identified, mitigation shall be provided such as deepening or replacement of affected wells. IL If the applicant determines that waterway markers (e.g. signs or bouys) are necessary to warn or advise boaters of hazards during bridge construction, the markers must be placed or installed in accordance with the requirements as specified in Title 14, Article 6, California Code of Regulations. 12. Truck loads crossing the project bridge must be fully contained to prevent accidental spill or release of materials into the Mokelumne River. To minimize the potential impact from potential spills, an emergency spill containment and contingency plan shall be submitted to and approved by the County prior to project construction. 13. The applicant shall notify the California Department of Fish and Game of any work, including bridge relocation, in the Mokelumne River related to this project as required under Section 1600 of the Fish and Game Code. 14. Transfer of title for the retention/percolation basin shall be resolved with the County prior to project construction. Bioloev 1. Quarry excavation shall be limited along the bluff to the south and east of the project area to avoid removal of native trees in these areas wherever feasible. If trees cannot be feasibly avoided, mitigation shall be provided. Mitigation will require replacement at a ratio of five to one for valley oaks and three to one for other native trees six inches or greater in diameter, measured at 4.5 feet above ground level. Replacement trees shall be one to five gallon trees with drip irrigation provided for a period of three years. 2. No excavation or other activity shall occur within five feet of the dripline of the trees that will not be removed. 3. Valley oak trees shall be avoided along the bluff area south of the proposed quarry area and in riparian corridor at the proposed bridge relocation site. 4. Prior to construction or grading, bright colored fencing shall be provided around trees at a distance of five feet from the dripline in areas of construction.
