NEWBOLD OF THE PLANNING COMMISSION <br /> APPROVAL OF QUARRY EXCAVATION APPLICATION NO. QX-90-1 OF <br /> THE CLAUDE C. WOOD CO. (DISTRICT 4) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors deny the appeal of Quarry Excavation <br /> Application No. QX-90-1. <br /> BACKGROUND: <br /> The applicant' s proposal will permit the extraction of <br /> approximately 2 . 4 million tons of rock, sand and gravel over a ten <br /> year period from a 120-acre portion of a 253 .71-acre site, west of <br /> the town of Clements. The Quarry area will be set back approxi- <br /> mately one thousand feet from the Mokelumne River. The extracted <br /> material 'will then be processed at the applicant's existing <br /> processing plant, located on the north side of the Mokelumne River <br /> near the quarry site. Based upon the Initial Study' s <br /> identification of potentially significant, adverse environmental <br /> impacts associated with the proposal, an Environmental Impact <br /> Report (EIR) was prepared. That EIR analyzed the project' s impacts <br /> on geology and soils, hydrology and water quality, biology, <br /> transportation, air quality, noise, public facilities, land use, <br /> visual resources and archaeology. <br /> The Planning Commission heard this matter at its meeting of <br /> September 6, 1990. During the public hearing on the certification <br /> of the EIR, the Commission accepted comments and voted 6-0 to <br /> certify the EIR, pursuant to the requirements of the California <br /> Environmental Quality Act. <br /> During the subsequent public hearing on the Quarry Excavation <br /> application, the Commission accepted written and oral comments from <br /> proponents and opponents of the project regarding potential land <br /> use conflicts, visual impacts, the project' s effect on the <br /> BOS LETTER PAGE 1 <br />
