In addition, <br /> there are many small cattle and horse ranches located around the <br /> development . It would be difficult to mitigate the impact this de- <br /> velopment would generate and the non-reversible impact against <br /> agriculture. The project is also proposed with private septic sys- <br /> tems . For this reason the Health District would not recommend <br /> approval.
