Wendy Cohen <br /> SUBJECT: THORNTON DRAINAGE PROJECT, PHASE 5 <br /> The following is a summary of our telephone conversation of January 5, <br /> 1998 regarding the possible petroleum contamination in the storm sewer <br /> pipeline trench. <br /> Conditions that I presented about the site and proposed continuation <br /> of work are as follows: <br /> During the excavation for the pipe, discolored so l was encountered. <br /> The Mary Meays from Public Health Services, Environmental Health <br /> Division, was notified. Excavations were made on Thornton Road and <br /> material was sampled. Material in a stock pile excavated from the <br /> intersection of Thornton Road and Walnut Grove Road was taken. <br /> In discussion with Ms . Meays, the samples were analyzed for BTEX and <br /> TPHg. The results were non-detect. A work plan was worked up between <br /> Mary Meays and my engineer and we were to proceed <br /> Prior to starting excavation on Thornton Road, Mary Meays sent a <br /> letter rescinding approval of the soil contamination containment <br /> action plan, and I was referred to your department and the Department <br /> of Toxic Substance Control. <br /> Mary Meays indicated that until such time as the =ontamination is <br /> properly characterized it should be considered as suspected hazardous <br /> waste. The contractor would be required to do the excavation. <br /> It is my understanding based on the material I presented you that the <br /> approved action plan appeared to be appropriate for the site as <br /> described, with the addition that if suspected soil is encountered, it <br /> should be tested for the full screen of petroleum, not just gas, and <br /> if ground water is encountered it should also be tested. <br />
