HIRATA <br /> DIRECTOR <br /> January 14, 1998 <br /> State of California <br /> Department of Toxic Substances Control Program <br /> Region 1 <br /> Site Mitigation Branch <br /> 10151 Croydon Way <br /> Sacramento, California 95827-2106 <br /> Attention: Mr. Eric Garcia <br /> SUBJECT: THORNTON DRAINAGE PROJECT, PHASE 5 <br /> Dear Mr. Garcia, <br /> The following is a summary of our telephone conve sation on January 6, <br /> 1998, regarding the possible petroleum contamination in the storm <br /> sewer pipeline trench. <br /> During the excavation an odor and discolored soil was encountered. <br /> Mary Meays at the Environmental Health Division was notified. <br /> Two excavations were made in the trench line and 4amples were taken. <br /> One sample was taken from a stock pile of the soi taken out of the <br /> trench area. <br /> The material was tested for BTEX and TPHg, the results were non- <br /> detect. <br /> A work plan was established between Mary Meays and Hai Le, our Field <br /> Engineer, allowing work to resume . However, prior to starting work <br /> the Environmental Health Division sent a letter rescinding the <br /> approval of the Soil Contamination Containment Action Plan and <br /> referred us to your department and the Central Valley Region Water <br /> Quality Control Board. <br /> This issue has been reviewed with Wendy Cohen, and our proposed plan <br /> to restart work appeared to be appropriate, based on the test results <br /> and with the addition of full screen test for petroleum. <br />
