12/26/1997 15: 38 2094682999 SJCOPUBLICWORKS PAGE 02 <br /> • • <br /> SOIL CONTAMINATION CONTAINMENT ACTION PLAN <br /> The Department of Public Works has established the Soil Contamination Containment Action Plan <br /> (SCCAP)for Thornton Drainage Project,Phase S. The SCCAP is a safety measure for contractor working <br /> within the trench area in handling Class lI- "Designated Waste." The San Joaquin County Public Health <br /> Services has reviewed and approved SCCAP for this project. <br /> 1. Engineer and Contractor shall observe soil for petroleum odor and bluish discoloration indicating <br /> contamination. If such material is found,take the following actions immediately. <br /> 2. Engineer shall place a Low Explosive Limit(LEL)Meter inside the working area for gas detection <br /> and if the meter alarm is set off,take proper actions to stop work. Before work can resume,repeat <br /> the test until the alarm is cleared. <br /> 3. Engineer shall collect samples of soil and groundwater of the contaminated material within the <br /> working area. <br /> 4. Engineer shall collect soil samples in metal sampling containers from the backhoe bucket of <br /> contaminated soil observed at the frequency of one sample per 20 linear feet of trenching. <br /> 5. Engineer shall collect groundwater samples in disposable bailers. The samples shall be placed in <br /> Volatile Organic Analysis(VOA)containers. All samples shall be stored in an ice container, <br /> pending laboratory delivery. <br /> 6. Engineer shall label the samples with the location,trench depth,time,date and sampler's name. A <br /> chain of custody shall be completed each day of all samples collected. <br /> 7. Engineer shall direct the Contractor to place contaminated material in the County right-of-way <br /> designated at east end of Stockton Street, northeast comer of Walnut Grove Road and Oak Road, <br /> or southwest corer of Lower Sacramento Road and Pine Road. <br /> 8. Contractor shall place contaminated material on and cover it with plastic. Then rope off the area <br /> as part of requirements. <br /> 9. Contractor shall backfill with clean native soil. Contractor shall not over excavate the trenches <br /> other than as designated on the Plan or as directed by the Engineer. <br /> 10. Engineer shall record all activities associated with sampling and stockpiling of contaminated <br /> material in the engineering diary and report the finding to Mary Mcays at San Joaquin County <br /> Public Health Services -telephone number(209)468-0337. <br /> II. Engineer shall deliver the samples within 24 hours to the Stockton FGL Laboratory for STEX and <br /> TPH-gas analysis. A San Joaquin County Purchase Order will also be submitted to the laboratory <br /> to authorize the analytical work. <br /> 12. Engineer shall sample the stockpiled soil for disposal characterization. <br /> 13.
