By letter dated 3 November 2014, the EHD had directed
that groundwater be collected from five monitoring wells and two nearby domestic wells and
analyzed for methyl tertiary-butyl ether (MTBE) . in the Report, Cardno presented results from
the sampling event on 4 February 2015. MTBE was detected in groundwater from only one
monitoring well, MWA, at a concentration of 4. 8 micrograms per liter. MTBE was not detected in
groundwater collected from the domestic well at 8732 Davis Road , and groundwater was not
collected from the domestic well at 8855 Thornton Road (not 8855 Davis Road) because the well
had been destroyed in 2007. Cardno concluded that current conditions and criteria presented in
No Further Action Request, dated 22 September 2013 , pertaining to the Low-threat Underground
Storage Tank Case Closure Policy (t.TCP) , warrant that this site be moved to closure.
The EHD concurs that this site should be closed based on the current analytical results . The
EHD has discussed this case with the California Regional Water Quality Control Board Central
Valley Region (Regional Board) and has prepared a case closure summary to be submitted to
the Regional Board for closure notification . The Regional Board will have thirty days to respond
to the closure recommendation by the EHD.
As required by the LTCP , "municipal and county water districts , water replenishment districts,
special act districts with groundwater management authority, agencies with authority to issue
building permits for land affected by the petroleum release, owners and occupants of the
property impacted by the petroleum release, and the owners and occupants of all parcels
adjacent to the impacted property" must be notified of the pending case closure and of their
opportunity to submit comments or questions regarding the pending closure to this agency.
Those to be notified include, but are not limited to: California Water Service Company in
Stockton , City of Stockton Water District, San Joaquin County Public Works Utilities
Maintenance , Stockton East Water District, Stockton Community Development Department and
Stockton Public Works Department. Comments should be directed to Vicki McCartney, San
Joaquin County Environmental Health Department, 1868 East Hazelton Avenue, Stockton ,
