Box 370055 <br /> Las Vegas, Nevada 89137 <br /> Subject: Phase]I Subsurface Investigation Report <br /> Tracy Corners Shopping Center <br /> 3225 North Tracy Boulevard <br /> Tracy, California 95376 <br /> Partner Project Number P14-129814.2 <br /> Dear Mr. Sobek: <br /> The following letter report describes the field activities, methods, and findings of the Phase II Subsurface <br /> Investigation conducted by Partner Engineering and Science, Inc. (Partner) at the above-referenced <br /> property. The purpose of the investigation was to investigate the potential impact of chlorinated volatile <br /> organic compounds (CVOCs) to soil gas as a consequence of a release or releases from the on-site dry <br /> cleaning facility. Stuart LTD Partnership Tracy provided project authorization through a signed copy of <br /> Partner Proposal Number P14-129814.2. <br /> Site Description <br /> The subject property consists of one parcel of land approximately 8.25 acres in size located on the west <br /> side of Tracy Boulevard in a mixed commercial and residential area of Tracy. <br /> The subject property is developed with two one-story buildings constructed in 1992. The building is <br /> currently occupied by 21 tenants: My Thai Cuisine, Pizza Guys, Ofelia's Tapatia, Harbor Freight Tool, Pro <br /> Nails Art, Comcast Cable, Quality Cleaners, Fred Loya Insurance, Apoyo Financial, Advance America, Lata <br /> Karir DDS, GTA Boost Mobile, Tracy Computer, In Style Hair Salon, Cigarettes & More, Mi Pueblo, H&R <br /> Block, California Checking, O'Reilly Auto Parts, Watermill Express, and two vacant tenant spaces. The <br /> remainder of the site consists of asphalt- and concrete-paved parking spaces. The subject property is <br /> bound by two restaurants to the north, a retail center to the east, and residences to the south and to the <br /> west. Please see Figure 1 for a site plan showing site features. <br /> Site History <br /> According to the December 2004 A/E West Consultants,Inc. (A/E) Phase I Environmental Site Assessment <br /> (Phase I) Report, the subject property consists of two one-story multi-tenant retail buildings. The Phase I <br /> documented the presence of Quality Cleaners at the subject property. Quality Cleaners reportedly used <br /> tetrachloroethene (PCE) in a closed loop system as part of the dry cleaning process. A review of the <br /> hazardous waste information system (HAZNET) identified Quality Cleaners as a facility that maintained <br /> liquids containing halogenated organic compounds (a.k.a. CVOCs) for the dry cleaning process. A review <br /> of on-site paperwork indicated that the waste material was stored in a 55-gallon drum prior to removal <br /> from the property and disposal by Technichem of Emeryville, California. The current owner of the dry <br /> cleaning facility was reported to be in the process of obtaining a new dry cleaning machine that did not <br /> employ the use of PCE in the cleaning process.
