(Partner) submitted this work plan on behalf of Stuart Limited <br /> Partnership, LLC (SLP) related to environmental consulting services forthe above-referenced property. <br /> Project History <br /> Partner completed a Phase I Environmental Site Assessment (Phase I) Report on December 9, 2014 for the <br /> subject property. The Tracy Corners Shopping Center encompasses 8.3 acres with 86,180 square feet of <br /> single story commercial tenants located at the southwest corner of the intersection of North Tracy Boulevard <br /> and Clover Road within a mixed commercial and residential area of San Joaquin County. The shopping <br /> center is currently occupied by retail commercial establishments including restaurants, nail and hair salons, <br /> insurance and financial outlets,an automobile parts store, and various professional services. <br /> According to the December 2004 A/E West Consultants,Inc. (A/E) Phase I Environmental Site Assessment <br /> (Phase I) Report and confirmed by Partner in a Phase I completed on the shopping center in December <br /> 2014,Quality Cleaners was documented to be currently operating on the shopping center.Quality Cleaners <br /> reportedly used PCE in a closed loop system as part of the dry cleaning process.A review of the hazardous <br /> waste information system (HAZNET) identified Quality Cleaners as a facility that maintained liquids <br /> containing halogenated organic compounds for the dry cleaning process. A review of on-site paperwork <br /> indicated that the waste material was stored in a 55- gallon drum prior to removal from the property and <br /> disposal by Technichem of Emeryville,California.The current owner of the dry cleaning facility was reported <br /> to be in the process of obtaining a new dry cleaning machine that did not employ the use of PCE in the <br /> cleaning process. At the time of the A/E Phase 1, Quality Cleaners had a projected tenant term from April <br /> 1992 to September 2007 at the shopping center. A dry cleaner checklist completed by A/E indicated that <br /> one floor drain was present in a room adjacent to the dry cleaning machine and was connected to the sewer <br /> system.In addition,the dry cleaning machine was manufactured in 1991. <br /> During Partner's on-site investigation, Partner noted the presence of a dry cleaning tenant known as Quality <br /> Cleaners at 3081 North Tracy Boulevard.
