Stockton Industrial Park Investors c/o PCCP LLC (PCCP LLC) is planning to sell the <br /> 1488-1625 Tillie Lewis Drive property and contracted AIIWest Environmental to assess the <br /> property. AIIWest conducted a Phase I ESA at the property in September 2016. Based on the <br /> findings, PCCP LLC has requested a comfort letter stating that the Central Valley Water Board <br /> will not hold the owner of the 1488-1625 Tillie Lewis Drive property responsible for cleanup of <br /> nitrate and 1,2,3-trichloropropane (1,2,3-TCP) that is detected in groundwater at the Former <br /> Helena Chemical Facility, located adjacent to and hydraulically upgradient of the 1488-1625 <br /> Tillie Lewis Drive property. <br /> The ESA Report indicates that prior to the current land use, the 1488-1625 Tillie Lewis Drive <br /> property and surrounding areas were used for agricultural purposes. From the early 1970s to <br /> present, activities conducted at the 1488-1625 Tillie Lewis Drive property have included food <br /> processing and distribution; manufacturing and distribution of aluminum parts and wood <br /> products; distribution of garnet products; and warehouse storage. <br /> Based on the ESA Report, a Phase I and a limited Phase II ESA were previously conducted at <br /> the 1488-1625 Tillie Lewis Drive property in 2006 by LandAmerica. The 2006 Phase I ESA <br /> identified four areas of environmental concern - a former hazardous waste storage area, a <br /> stormwater detention pond, a railway spur, and a steam cleaning/rinse water interceptor area. <br /> The limited Phase II ESA was conducted to investigate these four areas. Soil and groundwater <br /> samples were collected and analyzed for volatile organic compounds (VOCs), semi-volatile <br /> organic compounds (SVOCs), and Title 22 CAM 17 metals. No VOCs or SVOCs were detected <br /> above their respective laboratory detection limits. Metals detected in soil were within <br /> background levels and not of environmental concern. <br /> KARL E.
