Stockton Industrial Park Investors c/o PCCP LLC (PCCP LLC) is planning to sell the <br /> 1488-1625 Tillie Lewis Drive property and contracted AIIWest Environmental to assess the <br /> property. AIIWest conducted a Phase I and a limited Phase II ESA at the property. Based on the <br /> ESA findings, PCCP LLC has requested a comfort letter stating that the Central Valley Water <br /> Board will not hold the owner of the 1488-1625 Tillie Lewis Drive property responsible for <br /> cleanup of nitrate and 1,2,3- trichloropropane (1,2,3-TCP) that is detected in groundwater at the <br /> Former Helena Chemical Facility, located adjacent to and hydraulically upgradient of the 1488- <br /> 1625 Tillie Lewis Drive property. <br /> The ESA indicates that prior to the current land use, the 1488-1625 Tillie Lewis Drive property <br /> and surrounding areas were used for agricultural purposes. From the early 1970s to present, <br /> activities conducted at the 1488-1625 Tillie Lewis Drive property have included food processing <br /> and distribution; manufacturing and distribution of aluminum parts and wood products; <br /> distribution of garnet products; and warehouse storage. <br /> The Phase I ESA identified four areas of environmental concern at the 1488-1625 Tillie Lewis <br /> Drive property - a former hazardous waste storage area, a stormwater detention pond, a railway <br /> spur, and a steam cleaning/rinse water interceptor area. A limited Phase II was conducted to <br /> investigate these four areas. Soil and groundwater samples were collected and analyzed for <br /> volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), and Title 22 <br /> CAM 17 metals. No VOCs or SVOCs were detected above their respective laboratory detection <br /> limits. Metals detected in soil were within background levels and not of environmental concern. <br /> The ESA however, identified the nitrate and 1,2,3-TCP groundwater contamination from the <br /> Former Helena Chemical Facility as a potential threat to the 1488-1625 Tillie Lewis Drive <br /> property. <br /> KARL E.
