GES
GENESIS ENGINEERING&REDEVELOPMENT
Mr. Steve Coldani
March 31,2009
Page 3
Further strengthening the conclusion that cattle wastes are the source of the nitrate found in
groundwater is the nitrogen isotope composition in the samples. In the pond and ditch water, the
nitrogen is lighter(a lower 15N)than in the groundwater(a higher 15N). This shift is what is to
be expected based on the change of form and loss of mass of the nitrogen starting in the pond
versus that ending in the groundwater. The mass and isotopic composition of nitrogen shows
that the land application, ponds, and ditches are the source of the nitrate present in the
groundwater beneath Lima Ranch.
Reporting Requirements
Under Section13267 of the California Water Code (CWC) in 2007 the California Regional
Water Quality Control Board Central Valley Region, issued the Monitoring and Reporting
Program No. R5-2207-0035 (MRP) General Order for Existing Milk Cow Dairies. Pursuant
Prohibitions A.4 of the MRP,Lima Ranch is required to report(to the RWQCB)
contamination ofgroundwater that is a result of the collection, treatment, storage, discharge
or disposal of waste within 24 hours.
Respectfully submitted,
Genesis Engineering& Redevelopment,LL(' pR his
1661
Victor A.
