Mr. Harlin Knoll
February 19, 1990
Page 4 j
becomes impractical. If soil samples collected at the practical limit of excavation still contain detectable
BTEX and TPH concentration levels, the excavation will be backfilled and either additional investigation
will be performed to implement remedial measures or a health risk assessment will be performed.
After the former underground storage tanks have been removed a water sample will be collected from the
excavation, if water is present. Prior to sample collection, a visual observation will be made and recorded
for evidence of floating product. Next, the excavation will be pumped to the on-site ground water
treatment system and allowed to recharge. A water sample will then be collected from the excavation with
a disposable teflon bailer, transferred to a volatile organic analyses vial, and sent to an analytical
laboratory for chemical analyses of BTEX, EDB, TPPH, and tetra ethyl lead.
- _ _ _. . _ .c - - - _ _ -
Excavation, sampling, or backfill work, involved with the excavation of the existing tanks or installation
of the new tanks, will not be performed without the presence of a representative of the County. It is
Delta's understanding that the County may decide that their presence is not required and the County
representatives will verbally instruct Delta to proceed with the planned activities in their absence.
We anticipate that the underground gasoline tank replacement activities will be completed within 2 weeks
of start-up of the dewatering system. 11
It is Shell's intention that this project proceed smoothly and in a timely fashion. Delta will cooperate fully
with County requirements and sampling procedures as outlined in this letter. If you have any question
regarding this plan or the project in general, please call us at (916) 638-2085.
I
Sincerely
DELTA ENVIRONMENTAL CONSULTANTS, INC.
/ I
i
Lee N.
