Box 248 <br /> Escalon, CA 95320-0248 <br /> NOTICE OF VIOLATION, CITY OF ESCALON WASTEWATER TREATMENT PLANT, <br /> ESCALON, SAN JOA QUIN COUNTY <br /> On 21 November 2005, the City of Escalon spilled approximately 100,000-gallons of secondary treated <br /> wastewater onto a neighboring properly that is developed as an almond orchard. In a 30 November 2005 <br /> Notification of Spill, the City reported that the spill was the result of burrowing animals and that none of <br /> the wastewater drained into surface water; all of the wastewater percolated into the orchard soil. The <br /> spill is a violation of Prohibition A.2 of Waste Discharge Requirements Order No. 5-00-142, which <br /> states: <br /> Bypass or overflow of untreated or partially treated waste is prohibited. <br /> The response measures described in the 30 November 2005 Notification of Spill are appropriate.
