Box 248
Escalon, CA 95320-0248
NOTICE OF VIOLATION, CITY OF ESCALON WASTEWATER TREATMENT PLANT,
ESCALON, SAN JOA QUIN COUNTY
On 21 November 2005, the City of Escalon spilled approximately 100,000-gallons of secondary treated
wastewater onto a neighboring properly that is developed as an almond orchard. In a 30 November 2005
Notification of Spill, the City reported that the spill was the result of burrowing animals and that none of
the wastewater drained into surface water; all of the wastewater percolated into the orchard soil. The
spill is a violation of Prohibition A.2 of Waste Discharge Requirements Order No. 5-00-142, which
states:
Bypass or overflow of untreated or partially treated waste is prohibited.
The response measures described in the 30 November 2005 Notification of Spill are appropriate. In
addition, you should inspect all exterior berms to confirm they are capable of containing the wastewater.
By 15 March 2006, please submit a technical report prepared by a California licensed civil engineer that
describes the conditions of all exterior levees and makes recommendations for any improvements that
are needed to prevent future spills.
If you have any questions on this Notice of Violation, please telephone Tim O'Brien at (916) 464-4616.
MARK LIST, P.G. hief
Wast Discharge to Land Unit
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
California Environmental Protection Agency
011 Recycled Paper
WAStaf 0brienMan loaquin\Escalon\Stidham 13 Dec 05.doc
