The facility consists of nine domestic wastewater ponds and eleven industrial <br /> wastewater ponds. <br /> On 17 September 2014, Central Valley Regional Water Quality Control Board staff inspected <br /> the WWTF. The inspection was performed in response to recent odor complaints received by <br /> the Regional Board. Upon arrival (9:50 am) at the WWTF, staff met with Juston Collins, <br /> Superintendent for the City of Escalon, as well as Tom McCoy and Brian Hollowy of Quality <br /> Service Inc., the contract wastewater operators for the City of Escalon. <br /> After a brief introduction and discussion about potential source locations of odors, and prior to <br /> the site walk, Regional Board staff was informed of the WWTF's capacity issues. Below is a <br /> summary of staff's observations and violations of WDRs Order 5-00-142. A photographic <br /> inspection log is attached to this letter. <br /> • The four primary industrial wastewater aeration ponds (ponds 1-4) had approximately <br /> two feet of freeboard as required by the WDRs (Figure 1). <br /> • The five primary domestic wastewater aeration ponds (ponds 5-9) had approximately <br /> two feet of freeboard as required by the WDRs. Duckweed and algae was observed in <br /> each of the ponds (Figures 2 and 3). Because vegetation can cause nuisance <br /> conditions, the presence of vegetation is a violation of Discharge Specification B.8 of <br /> Order 5-00-142, which states, "The discharge to conveyance systems, settling basins, <br /> ponds, or land disposal areas not adequately maintained to prevent off-site odor <br /> nuisance, fly breeding or mosquito breeding is prohibited." Therefore, the vegetation <br /> must be removed immediately. <br /> • Industrial ponds 10, 11, 12, 13, 14, 15 and 16 had less than two feet of freeboard on the <br /> exterior berms and the interior berm separating ponds (11 and 12), (13 and 14) and (14 <br /> and 15) were saturated (Figures 5 and 6) and partially submerged beneath the <br /> wastewater.
