The proper documentation of the alarms from the monitoring system is the responsibility <br /> of the franchisee, Mr. Jamil Kabariti; accordingly, Mr. Kabariti will be addressing this <br /> issue. In addition, I have included a statement from Mr. Kabariti regarding the alarm log <br /> documentation(Attachment B). <br /> • HSC 25291(b): UST system monitoring equipment is operational—The 89 <br /> midgrade unleaded mechanical line leak detection failed to detect a simulated leak <br /> of 3 gallons per hour C 10 psi. Facility leak detector was replaced with <br /> VMFLC2000. New leak detected was tested and deem functional at the time of <br /> inspection. Immediately, obtain a permit from this office within 1 business day <br /> for the work conducted. <br /> The Inspection Report states that at the time of the inspection,the midgrade line leak <br /> detector(LLD)failed during the compliance testing event. <br /> On September 27,2007,the testing contractor(Tanknology) addressed the above issues <br /> during the inspection(Ticket No. 8443475). The LLD were replaced and retested during <br /> the monitoring certification testing activities on September 25,2007. A copy of the <br /> contractor work order and test results is attached(Attachment Q. In addition, a copy of <br /> the test results was submitted to Sacramento Environmental Management Department on <br /> October 8, 2007. <br /> It is BP West Coast Products' policy to address deficiencies, issues of concern, and/or <br /> agency request regarding our gasoline retail facilities immediately. With the transmittal <br /> of this letter and the Return to Compliance Certification(Attachment D), it is our <br /> understanding that the items of alleged non-compliance associated with the inspection <br /> dated September 27, 2007 have been resolved.
