After discussing with my supervisor, we decided that if you could provide something from the trainer, Keenan, that the
SPCC plan was discussed during the December training then that would be adequate to close out the open training
violation. Any questions please let me know.
Best Regards,
Lydia Baker
Registered Environmental Health Specialist San Joaquin County Environmental Health Department
209-468-8257
(baker@sjgov.org
Please note my email address has changed to (baker@sjgov.org
-----Original Message-----
From: Jill Davis (Risk Management) <jidavis@lodiusd.net>
Sent: Monday, April 20, 2020 8:53 AM
To: Baker, Lydia <Ibaker@sjgov.org>
Cc: Ed Bonham (Transportation) <ebonham@lodiusd.net>
Subject: Re: Return to Compliance
I understand that you feel that we have not met the burden of training our staff, however I disagree. We were aware of
the open inspection on both ends. The attachment I provided to you was a hand-out that is gone over in more detail
and I let the individual who provided the training know that we specifically had to address our SPCC Plan. There was a
lot more information verbally provided at the time of the training in December and our transportation department had
to attend. I thought that at least showing an outline would assist you understanding that we went over in detail
everything in regards to the laws and regulations and the CERS reporting which includes the SPCC CERS reporting. We
even did a mock report and staff had to go over what information had to be reported. We went over the contingency
plan that we are required to have and why the training is so important. If you need something from Keenan stating that
the SPCC information was discussed, I can obtain that.
Please let me know.
Thank you,
Jill
Sent from my iPhone
On Apr 20, 2020, at 8:24 AM, Baker, Lydia <Ibaker@sjgov.org>wrote:
CAUTION:This email originated from outside LodiUSD. Some
topics would overlap but the training should go over the actual SPCC plan. Your SPCC training should cover operation
and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws,
rules, and regulations;general facility operations; and, the contents of the facility SPCC Plan.
2
