PHS/EHD has also entered into discussion with
Steve Muir with WZI and Jean Young with the State of California Department of Toxic
Substance Control (DTSC) regarding the implementation of the proposed site assessment in
relation to the February 27, 1996 work plan that was submitted to DTSC. PHS/EHD has
prepared the following comments for your consideration.
A work plan dated February 27, 1996 that was prepared by WZI was submitted to DTSC,
for their approval. In correspondence dated April 2, 1996, DTSC indicated a number of
issues which required resolution prior to approval of the work plan. On April 10, 1996,
WZI contacted PHS/EHD regarding a "site assessment". PHS/EHD subsequently contacted
DTSC and your representatives, regarding implementation of the Proposed Site
Assessment.
Please note that since this scope of work is not related to the investigation and remediation
of the petroleum hydrocarbons of which PHS/EHD acts as the lead regulatory agency. The
site has already undergone some assessment, therefore, the site cannot be placed into a
site assessment program. Since the scope of work proposed is related to directives issued
by the DTSC, PHS/EHD will not issue drilling permits without the approval of DTSC, the
lead regulatory agency.
If you have any questions or comments, please contact me at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
-YUw

Mary Meays, Senior REHS Mar/ ' gait Lagorio, RHS`
Site Mitigation Unit Lead Senior
MM/11 OTURNER
c: Jean Young, Cal EPA DTSC c: Tom Trapp, Esq.
c: Stephen G.
