PHS/EHD has prepared the following comments for your consideration. <br /> During January 1995, interim remediation was initiated that consisted of the excavation of <br /> contaminated soil surrounding the tank which was subsequently backfilled with clean <br /> imported fill. Also, the residue within the tank was removed and the tank was backfilled <br /> with clean imported fill. The contaminated soil excavated was stockpiled on and covered <br /> by visqueen. The rinsate that was generated during the tank residue removal process was <br /> drummed for on site storage. The tank area has not yet been capped. <br /> Table 1 : Laboratory Analytical Results, summarized the analytical results reported by <br /> Sherwood Labs of Hilmar CA and Associated Laboratories of Orange CA. Please provide a <br /> corrected table which indicates the actual detection limits achieved and which indicates <br /> that 84,400 mg/kg total petroleum hydrocarbons were detected in the sample, LNC 9-10. <br /> A chain of custody was included for the samples submitted to Sherwood Labs, but none <br /> for the samples submitted to Associated Laboratories. Please submit a copy of the chain <br /> of custody used for submittal of the samples to Associated Laboratories. The Associated <br /> Laboratories report indicated that EPA Method 624 was used for analysis, yet EPA Method <br /> 624 is a water method rather than a solid waste method. Please provide clarification <br /> regarding the method used for analysis. Please also submit the laboratory QA/QC data <br /> sheets for the analytical results obtained. <br /> The report included a proposal to continue the investigation of the extent of residual soil <br /> contamination, with the drilling and the sampling of three soil borings. PHS/EHD indicated <br /> previously that a groundwater investigation may be necessary. Based on the levels of <br /> residual soil contamination, a groundwater investigation is required. Please submit a work <br /> plan that includes the installation of a minimum of three monitoring wells. <br /> PHS/EHD concurs that the stockpiled soil and the drummed rinsate should be <br /> characterized. Analysis utilizing EPA Method 8040 for volatile organic compounds should <br /> also be included.
