STATE OF CALIFORNIA—ENVIRONMENTAL PROTON AGENCY • PETE WILSON,Governor
DEPARTMENT OF TOXIC SUBSTANCES CONTROL
- 10151 CROYDON WAY,SUITE 3 '
SACRAMENTO,CA 95827-2106
(916) 255-3675
April 2, 1996
Mr. Thomas D. Trapp
Landels Ripley & Diamond
350 The Embarcadero
San Francisco, California 94105-1250
Dear Mr. Trapp:
REQUEST FOR CLARIFICATION AYD ADDITIONAL INFORMATION ON WZI
PROPOSAL AT THE LUSTRE-CAL NAMEPLATE CORPuRATIua SITE
The Department of Toxic Substances Control (DTSC) and the
Central Valley Regional Water Quality Control Board (RWQCB) have
reviewed WZI's February 27 , 1996 proposal on additional soil and
groundwater investigation work (Proposal) at the Lustre-Cal
Nameplate Corporation (LCN) Site. The purpose of the
investigation, according to WZI, is to (1) assess the presence of
VOCs in the vadose zone at the Site, (2) determine the
distribution of the VOCs in vadose zone and the likely radius of
influence of vapor extraction wells.
Upon review of WZI's Proposal, DTSC has determined that
additional information is needed for further consideration of the
Proposal . The additional information is summarized below.
1. A map delineating the areas targeted for soil gas and
groundwater investigation must be provided. Also, the term
"Site" used throughout the proposal must be defined.
WZI proposed to conduct work at the LCN and adjacent Ackel
properties at 110 E. Turner Road in Lodi. It is unclear as to
how big of an area owned by Ackel Trust will be investigated.
Ackel Trust owns a number of properties in the area surrounding
the LCN property, including the property formerly occupied by
Catalina Swimwear. Would this property be investigated?
2 . The source of data and references of the first paragraph in
page 2 of the Proposal shall be provided:
"DTSC staff have stated that all potential VOC source points
at the Site must be evaluated. Furthermore, additional
shallow soil gas data collected by DTSC indicate source
points for VOCs may be present immediately east of the Site
and possibly adjacent to the Site to the south. DTSC staff
have stated these data suggest there may be either: (1)
additional source areas in or around the Site or (2) that
the sewer or storm drain system may be transporting VOC
