• • _10� <br /> •r L1 INC <br /> The hydrocarbon impacted soil also has very minor chlorinated hydrocarbon compounds <br /> present to a maximum identified concentration of 5 ppm. The average chlorinated <br /> hydrocarbon compound concentration is estimated to be well under 1 ppm for soil <br /> immediately adjacent to the concrete tank. <br /> All Remedial Action Plan work would be conducted using an approved health and safety <br /> plan (Appendix IV). The proposed remedial action plan for the Lustre-Cal Nameplate site <br /> includes: cleaning and rinsing all liquid from the concrete tank, disconnection of all <br /> piping related to the tank and removal or filling with inert material and excavation of <br /> hydrocarbon impacted soil immediately adjacent to the tank to a depth of approximately <br /> 20 feet below ground surface. The excavation will be backfilled with clean sand or fill <br /> gravel, filling in the tank with clean sand, and placing an impermeable cap over the entire <br /> site. As much hydrocarbon impacted soil will be removed as practical without <br /> endangering the integrity of the existing brick building. <br /> Contaminated soil removed from the tank will be placed on 10 mil visqueen and covered. <br /> This impacted soil will be sampled and an appropriate on-site remediation technique, <br /> either through aeration or bioremediation by landfarming, will reduce contamination <br /> concentrations to non-hazardous levels. The soil will then be utilized as landscaping or <br /> other on-site use. Remediated soil will not leave the Lustre-Cal Nameplate site. <br /> Regulatory involvement, for remedial action operations, in addition to the San Joaquin <br /> County Local Health Department, may include: <br /> • An aeration permit from the San Joaquin Valley Unified Air Pollution <br /> Control District. <br /> • DTSC concurrence on aeration and soil disposal methods for the <br /> associated chlorinated hydrocarbon impacted soil. <br /> Page 3 <br />
